By right-clicking svchost.exe and choosing "Go to service", I was able to see which service was the culprit, and the culprit was wuauserv, the Windows Update Automatic Updates service. Every time you run it you will get more problems listed as fixed with no actual solution. Apparently things worked themselves out, but it seems odd since it's been three days or so since I reinstalled Windows, and the problem persisted over 10-15 shutdowns since then.
